The Clean Water Emerging Contaminants (CW-EC) Program is a subprogram of the Clean Water Fund Program that provides funding to municipalities for water quality projects that reduce or eliminate detectable PFAS contamination. It is funded by the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL). The page says the funding is integrated into the CWFP and that applicants compete for CWFP and CW-EC funding through the same application process.
